OVERVIEW

CHP International, Inc., an Illinois corporation, has been incorporated since 1978. The bulk of CHP's experience comprises: (a) providing consulting and training for development workers to enable them to work effectively in rural and urban environments; (b) writing training curricula and materials; and (c) managing complex training projects. To date, we have established and managed major training projects in eight Latin American and Caribbean countries and five countries in Africa. We have also completed some thirty long- and short-term training projects within the U.S. In these operations, we have:

  • Designed, developed and administered training needs assessments, placement and progress testing, performance monitoring, formative and summative program evaluations;

  • Developed performance-based learning objectives to measure exit competencies and achieve instructional goals:

  • Developed and facilitated individualized, multiple-path instruction;

  • Integrated non-technical curriculum components into technical training curricula;

  • Arranged and monitored field visits and practicum activities;

  • Established, monitored and evaluated family home stays;

  • Adhered to an educational philosophy based on the principles of andragogy and non-traditional adult education;

  • Authored trainer and trainee guides, curricula, course outlines and lesson plans, evaluation tools, performance reports, and action plans;

  • Located, leased and furnished training facilities; handled all logistics associated with training delivery;

  • Responded sensitively to needs, interests and goals of the various constituencies with an investment in training outcomes: sponsoring agency, funding agency, host-country government, prime contractors.
  • IN-COUNTRY AND THIRD-COUNTRY TRAINING PROJECTS FOR THE PEACE CORPS

    In all of the contracts listed further below, CHP provides or provided pre-service and in service training to trainees about to become Peace Corps Volunteers. Pre-service training consists of intensive language instruction, a core curriculum consisting of cross-cultural adaptation training, area studies and development of the skills needed by effective development work practitioners, and technical training.     COMPLETED PEACE CORPS CONTRACTS

  • Senegal In-Country and Third-Country Training. Since 1991, CHP has provided training for approximately 1,000 Volunteers preparing for service in Senegal, Côte D'Ivoire and Guinea.

  • Cameroon In-Country and Third-Country Training. Since 1991, CHP has trained some 900 Volunteers preparing for service in Cameroon, Congo, Gabon, Rwanda, Equatorial Guinea, Central African Republic and Chad.

  • Kenya and Uganda In-Country Training. Since 1984, CHP has trained some 1,500 Volunteers preparing for service in these two countries.

  • Costa Rica In-Country and Third-Country Training. From 1975 to 1996, CHP trained approximately 1,800 Volunteers.

  • El Salvador Third-Country Training. In 1994 and 1995, CHP trained some 100 Volunteers at a training center in Guatemala for Volunteers preparing for service in El Salvador.

  • El Salvador In-Country Training. From 1978 through 1981 CHP trained approximately 150 Volunteers.

  • Guatemala In-Country and Third Country (Equatorial Guinea) Training. From 1978 through 1981 and 1990 to 1995, CHP trained approximately 860 Volunteers.

  • Belize In-Country Training. CHP trained approximately 100 people in 1985.

  • Jamaica and Honduras. CHP conducted a six-week integrated Core Curriculum and beekeeping skills program in Costa Rica for Volunteers assigned to Jamaica and Honduras. This was a pilot test of a beekeeping skills training manual which was also produced under this contract.

  • Jamaica and Eastern Caribbean In-Country and Third-Country Training.

  • Haiti In-Country Training. CHP trained some 75 Volunteers from 1986 to 1987.

  • Brazil In-Country Training. CHP trained approximately 100 Volunteers from 1978 to 1979.

  • Liberia In-Country Training. CHP trained some 250 Volunteers in 1989 and 1990.

  • Senegal, Mauritania, Zaire In-Country Training.

  • Stateside Training Projects For The Peace Corps. CHP has conducted U.S. based technical training programs to prepare approximately 500 Peace Corps Volunteers for service in some 20 different countries.

    In a project begun in July, 2000 CHP is developing training curricula and course materials in customer service and marketing for managers and employees of Telecom Egypt. CHP's Egyptian partner, Social Planning, Analysis and Administration Consultants (SPAAC) translates the materials and delivers the courses. In all, CHP will develop three 18-day courses, three 12-day courses and one 6-day course in customer service and marketing.

    Academy for Educational Development - Health/Russia
    CHP conducted a two-week training program in the U.S. entitled: "Quality Assurance in Health Care" for 13 medical school professors and a representative of the Department of Medical Schools of the Ministry of Health of the Russian Federation. The program equipped participants with an understanding of the main principles of Quality Assurance in Health Care and facilitated the development of draft curricula on Quality Assurance for Russian medical schools.

    Academy for Educational Development - Open World Russian Leadership Program
    CHP International implemented five eight-day study tour programs for professionals from Russia on the topics Women as Leaders, Health, and Youth Issues. Sponsored by the Library of Congress, CHP's program focused on exposing participants to American Democracy and civil society development through visits to governmental bodies, nonprofit organizations, and educational institutions.

    Eurasia Foundation - Evaluation of the NGO Resource Program
    CHP International conducted an evaluation of 29 NGO Resource Centers in 25 Russian Oblasts funded by Eurasia Foundation. The assessment measured the overall effectiveness of the donors investment and the relevance of the chosen strategy.

    Africa-America Institute - Nigeria NGO Training Project
    CHP International conducted a five-week professional training program entitled, "Leadership Development for Maturing NGOs from Nigeria." The participants represented HIV/AIDS and reproductive health workers of non-governmental organizations. The training program focused on strengthening communication and documentation skills to improve their educational campaigns.

    Institute of International Education - Egypt Training for Development 2 (DT2)
    As subcontractor to Cairo-based Social Planning, Analysis and Administration Consultants (SPAAC), CHP is developing three five-day training modules for the School Support program, part of a major educational reform initiative in Alexandria. Three hundred members of school Boards of Trustees will receive training in decentralized school management and evaluation; community participation in supporting quality education; and advocacy and community mobilization. SPAAC trainers will deliver this training using training curricula and guides developed by CHP.

    Starting in 1999, CHP conducts training programs for groups of Japanese volunteers in Senegal. Training services include language lessons in Spanish, area studies talks and a series of cultural enrichment activities. In addition, CHP is responsible for all aspects of administering the volunteers' training programs.

    Modern Real Estate Market Analysis in Russia - Global Training for Development
    CHP provided a five-day course on modern real estate market analysis to 14 real estate professionals in Moscow as part of USAID's program to accelerate development and economic growth in Russia. The course covered such topics as market assessment and tracking, marketing, professional best practices, professional standards, and investment.

    Japan International Cooperation Assistance (JICA)
    Since 1994, CHP has been conducting training programs for groups of Japanese volunteers in Paraguay. Training services include language lessons in Spanish, area studies talks and a series of cultural enrichment activities. In addition, CHP is responsible for all aspects of administering the volunteers' training programs.

    As subcontractor under a prime contract between USAID/El Salvador and Development Associates, CHP provided pre-departure English Language Training and cross-cultural adaptation consultation and preparation to Salvadoran CLASP II participants.     National Association of Partners of the Americas (NAPA) - El Salvador CAPS
    As subcontractor under a prime contract between USAID/El Salvador and NAPA, CHP provided pre-departure English Language Training and cultural orientation to Salvadoran CAPS scholars.     USAID/El Salvador - Organizational Development Consultation & Training
    Under a purchase order issued through the Office of Health, Population and Nutrition, CHP conducted a two-stage analysis of organizational development needs for the Instituto Nacional de Rehabilitación de Inválidos.     USDA - Training of Trainers
    This contract for Training of Trainers (TOT) was let by the USDA's Office of International Cooperation and Development/International Training Division and was funded by a USAID Rural Technology Transfer Systems project in Ecuador managed by the University of Florida. The beneficiary was the Instituto Nacional de Capacitación Campesina, the Agriculture Ministry's training unit. CHP carried out a two-week needs assessment, designed and delivered a three-week TOT, and conducted a two-week follow-on practicum, observing and coaching the participants who delivered a TOT to 60 agricultural extension agents.

    USDA - Training of Training Directors and Coordinators
    Under the USAID-Funded PROCALFER project, CHP designed and delivered an eight-week Training Course for Training Center Directors of the Ministry of Agriculture of Portugal, and a twelve-week Training Course for Training Coordinators under the same auspices.     Plan en Honduras (Foster Parents Plan International)
    Under contract to Plan En Honduras (Foster Parents Plan International), CHP conducted training for Promotores Rurales. The two-month contract called for the development, design and delivery of two one-week training events for 60 Hondurans employed by PLAN as "Promotores Rurales" (community and family development workers). The training included: Theories of Group Development; Strategies, Methodologies and Techniques for Organizing and Working with Community Groups; Identifying, Developing and Training Grass Roots Leadership; and Problem Solving. Also as part of the project, CHP developed and conducted an intensive apprenticeship TOT for a newly-hired in-house PLAN training coordinator.

    National Service Program Management. CHP provided training and technical assistance to help managers of Corporation-funded programs become more self-sufficient. CHP conducted regional, state, and local training events; provided on-line and telephone assistance; developed and supported peer assistance groups; and maintained a database of material and human resources available to programs. Technical skill areas included: personnel and volunteer recruitment, training, management, and retention; program design and implementation; participatory needs assessment; measuring program impacts; community partnerships; use of computers for program management; and grant writing and management.

    CHP conducted a two-week training program in the U.S. entitled "Health Education: Improving Health Through Behavior Changes." The 30 Honduran participants were operations and maintenance technicians from SANAA, the Honduran national water and sewer agency.     Partners for International Education and Training (PIET)
    CHP has conducted two participant training programs as subcontractor under PIET's Participant Training for Europe (PTPE) contract: (a) a three-week training program in NGO management and training-of-trainers for six participants from Albania and (b) a one-week study tour on the subject of energy subsidies for a participant from Lithuania. In addition, CHP, in joint venture with Heartland International, conducted (a) a four-week training program in democracy and civil society for a group of seven Albanian participants; (b) a three-week training program for three participants from Macedonia; and (c) a four-week training program in election monitoring and campaign financing for eight Croatian participants.

    DePauw University
    Under contract to the DePauw Office of Volunteer Service Programs, CHP conducted a training needs analysis for some 100 students and faculty who participated in the 1995 Winter Term in Service. Based on the needs analysis, CHP designed an experiential training program that combined elements of distance learning with traditional workshop activities.

    North Central Regional Education Laboratory
    CHP, as a subcontractor to NCREL, is evaluating NCREL's training and technical assistance services to support Project Success, a State of Illinois community development program. Project Success participants work in community social service and/or education; they are being trained and assisted by NCREL to establish local integrated community development programs. CHP is surveying participants, conducting focus groups with them and observing their trainings to evaluate NCREL's services.
